The question is rather complicated, because there is not a clear roman salute that we know of. Some coins represent the troops with their arms raised towards the emperor but given the scene, where Trajan becomes emperor, it might be very likely just an acclamation. A military salute was a sign of submission. Raising you arm that way is not.
