When Treyarch took over for Cold War, they still had 2 years of dev time on it to work on the MP and Zombies, not to mention that Raven was working on the Campaign.

Biggest issue for me was lack of map personality, but looking at the unedited B-Roll footage of Terminus alone, and that fear is absolutely eliminated.
